多樣化的語言 高質(zhì)量的翻譯
 

      我們星球上的語言多種多樣，估計(jì)達(dá)六七千種。這六七千種語言承載者我們共同的回憶和非物質(zhì)遺產(chǎn)。然而這些語言所蘊(yùn)含的語言和文化多樣性正受到威脅：僅占世界總?cè)丝?%的人使用著全球96%的語言，這其中的數(shù)百種語言很快就會(huì)永遠(yuǎn)消失。
     為此，聯(lián)合國教科文組織和聯(lián)合國號(hào)召其成員國對(duì)世界各族人民使用的眾多語言予以支持和保護(hù)。于2001年通過的聯(lián)合國教科文組織《世界文化多樣性宣言》指出：“文化多樣性……對(duì)人類來講就像生物多樣性對(duì)維持生物平衡那樣必不可少。”
     口筆譯和術(shù)語工作者們作為跨文化和跨語言交際中不可或缺的協(xié)調(diào)者，在保護(hù)語言多元化和促進(jìn)全球語言間順暢交流方面有著特殊的責(zé)任。迅速發(fā)展的信息科技、無所不及的英特網(wǎng)、不斷擴(kuò)大的全球化貿(mào)易活動(dòng)以及日益頻繁的科學(xué)文化合作無疑凸顯了翻譯工作者在當(dāng)今世界中所扮演的重要角色，并宣告了一個(gè)“多樣化時(shí)代”的來臨，這進(jìn)一步加重了語言工作者所擔(dān)負(fù)的責(zé)任。他們?cè)诖_保譯入語準(zhǔn)確無誤、嚴(yán)把質(zhì)量的同時(shí)還要不失原語的細(xì)小微妙之處。
    作為世界上最古老的職業(yè)之一，翻譯工作在今天變得越來越紛繁復(fù)雜。譯員不僅需要熟練掌握原語和譯入語，還需要深入了解特定的專業(yè)領(lǐng)域，并同時(shí)具備寬廣的知識(shí)面和對(duì)文化的理解；不單要對(duì)所翻譯的內(nèi)容了如指掌，還要對(duì)最新的信息科技駕輕就熟。對(duì)譯員素質(zhì)的全面要求是保證翻譯質(zhì)量，促進(jìn)當(dāng)今世界各民族與文化間順暢交流的題中之義。
   目前很多國家都設(shè)有口筆譯和術(shù)語工作者協(xié)會(huì)，這些協(xié)會(huì)在提高翻譯質(zhì)量、制定職業(yè)標(biāo)準(zhǔn)與規(guī)范方面發(fā)揮著重要作用。國際翻譯家聯(lián)盟（簡稱國際譯聯(lián)，英文簡稱FIT）將這些協(xié)會(huì)團(tuán)結(jié)起來，幫助他們分享彼此的知識(shí)與經(jīng)驗(yàn)。國際譯聯(lián)致力于統(tǒng)一翻譯標(biāo)準(zhǔn)和規(guī)范翻譯質(zhì)量，并鼓勵(lì)尚未建立翻譯協(xié)會(huì)的國家籌建相關(guān)機(jī)構(gòu)，輔助其初期建設(shè)。國際譯聯(lián)正是通過這一系列舉措來履行促進(jìn)、保護(hù)和維護(hù)全球語言文化多樣性的責(zé)任。

Translation Quality for a Variety of Voices

     Our planet is rich in language diversity. The estimated six to seven thousand languages spoken around the globe are the repository of our collective memory and intangible heritage. But the linguistic and cultural diversity they offer is under threat: 96% of these languages are spoken by only 4% of the world’s population and hundreds of them will soon be lost forever.
     UNESCO and the United Nations have called on their Members States to support and protect the range of languages spoken by the peoples of the world. UNESCO’s Universal Declaration on Cultural Diversity, adopted in 2001, states that ‘cultural diversity is as necessary for humankind as biodiversity is for nature’.
Translators, interpreters and terminologists, indispensable as mediators in interlingual and cultural contexts, have a special responsibility to help preserve multilingualism and promote smooth interaction between all the world’s languages. The burgeoning growth in information technologies, the widening reach of the Internet, the expansion of trade globally and ever-increasing scientific and cultural cooperation have undoubtedly enhanced the role of translators and interpreters in the modern world and ushered in a ‘time of plenty’. This has in turn increased the burden of responsibility on language professionals: their work must meet exacting standards of accuracy and quality yet lose none of the nuances of the original language.
    Translation, one of the oldest professions, now sees increasing complexity in its environment. Translators do not simply need to have mastery of the languages out of which and into which they translate. They need narrower and deeper specialisations, balanced with broad general knowledge and cultural understanding. They must have a good grasp of the subject matter they are translating and they need to be competent in the latest information technologies. This combination of skills underpins the translation quality so necessary for smooth interaction between peoples and cultures in the modern world.
    Many countries have active national associations of translators, interpreters and terminologists which play a major role in improving the quality of translation and developing professional standards and              
     recommendations. The International Federation of Translators (FIT) unites these associations, helping them to benefit from shared knowledge and experience. It aims to harmonise translation standards and seeks conformity for translation quality criteria. It also encourages the establishment of new translation associations in countries where they do not yet exist and nurtures their early development. In this way FIT is able to meet its responsibility to promote, protect and preserve the diversity of the world’s languages and cultures.
